Governance
The REYC is a Charitable Incorporated Organisation (CIO), Charity Number 1178311, overseen by the Charity Commission.
The REYC has a Constitution dated 23 September 2022 (superseding the original version dated 9 May 2018) in which the Club is overseen by a Board of up to five trustees. Three trustees are elected by the membership, two of whom are normally previous flag officers of the Club; one of these three is normally the Chair of the Board and these trustees retire annually in turn (but may be re-elected twice). The other two are ex-officio trustees, the Commodore and Vice Commodore, who are themselves elected in those roles by the membership. The Board meets four times a year and additionally if required. The Board is currently:
Maj Gen (Retd) A E Whitley CMG CBE (Chair)
Brig (Retd) S P Hodder
Col J Robinson (Cdre)
Lt Col C W Battey
Lt Col T E Ives (VCdre)
The Board sets a Strategy for the Club to achieve its objects and owns the Rules under which the Club conducts its operational business under the Commodore's Main Committee. The Rules have been refreshed in 2023 to reflect current ways of doing business and are downloadable below. The Board also submits an Annual Report and Accounts to the Charity Commission, which is also published on their website (link above). The Board sponsors the Club's Annual General Meeting, which is normally held in the autumn alongside the Annual Dinner. The Board is supported by a Board Secretary, currently Lt Col (Retd) J D Lewis, in order to assist the Hon Secretary in the administration of the Club.
This page includes the minutes of AGM 23. which were endorsed by AGM 24 as-is, but were the subject of discussion that will be recorded in the draft minutes of AGM 24. The AGM 23 and 24 meeting papers remain available via the relevant links in the right hand panel. The draft minutes of AGM 24 are being drafted in consultation with attendees and will be downloadable below in early 2025 once released by the Trustees, pending final approval at AGM 25.
Announcements, administration and supporting documentation concerning AGM 25 will build over time on its own page once decisions on the event are made and material is generated. A virtual attendance option will likely be available.
Polling. Our Constitution allows that democratic processes such as elections, resolution decisions and surveys can be undertaken electronically, at the discretion of the Trustees; we have such a capability built into our website for current eligible members. The Polling link in the sidebar of this page (or the Polling link in the Comms section of a member's portal) will take a logged-in member to the Polling landing page. Polls will normally be advertised separately in the lead up to a voting window in order to make the object of the exercise clear and to maximise participation.
